This error indicates that Enterprise Manager cannot make a connection the remote SQL server Check the followings

-Make sure you are using MS SQL Enterprise Manager 2000. SQL 7.0 Enterprise Manager is not compatible.

-Make sure TCP/IP is select as the connection protocol

-Make sure your firewall or router is not blocking port 1433
