Solution:

Although it is possible to publish with both FTP and FrontPage, if you use FrontPage as your primary publishing tool you should not use FTP.

It is extremely easy to corrupt your FrontPage extensions if you are not careful when publishing via FTP and it is recommended you only use FrontPage.
